The couple will need to arrange for a marriage commissioner to perform the ceremony. 

On a side note,  Justices of the Peace (JP's) are not authorized to conduct civil marriages in Alberta.  Only a marriage commissioner can perform the wedding.  (Some marriage commissioners are also JPs but it is only because of the marriage commissioner appointment that they are able to conduct weddings.)

The cost for a professional to perform the marriage ceremony is $250.00.
